Retargeting remained the highest-Return-on-Ad-Spend (ROAS) paid channel in 2026 for both B2B SaaS and DTC brands despite tracking restrictions from Apple’s Intelligent Tracking Prevention (ITP) and Google’s Privacy Sandbox.

The reason: retargeting audiences are already pre-qualified by their site behavior, so even a smaller, imperfectly-tracked audience outperforms cold prospecting on cost per conversion by 3 to 10 times.

The tool decides how well you can rebuild audiences in a post-cookie world, how granularly you can segment by on-site behavior, and how cleanly you cross-publish across Google, Meta, LinkedIn, programmatic, and Connected TV (CTV).

Here are the top 5 retargeting tools running real retargeting programs in 2026.

What should you look for in a retargeting tool in 2026?

A retargeting tool in 2026 should solve five things:

  1. First-party data audience building (server-side tracking, Conversion API (CAPI) integration, customer list imports)

  2. Cross-channel reach (Google, Meta, LinkedIn, programmatic Display, Connected TV, native)

  3. Granular behavioral segmentation (page viewed, Product Detail Page (PDP) depth, cart abandoners, pricing page viewers)

  4. Frequency capping and sequential messaging to prevent ad fatigue

  5. Attribution tying retargeting touches to Closed-Won revenue, not just last-click conversions.

Selection criteria to apply:

  • First-party data integration:

    • Server-side tracking, CAPI, customer list imports, Customer Data Platform (CDP) connections.

  • Cross-channel reach:

    • Google, Meta, LinkedIn, programmatic Display, Connected TV, native.

  • Behavioral segmentation:

    • Page-level, event-level, PDP-depth, cart, pricing page segmentation.

  • Frequency and sequencing:

    • Caps per user, sequential creative, journey-based messaging.

  • Attribution:

    • View-through plus click-through attribution, Multi-Touch Attribution (MTA), offline conversion import.

The top 5 retargeting tools for 2026

Best primary retargeting platform for Display, YouTube, and Demand Gen.

Google Ads Retargeting runs retargeting across Display, YouTube, Discovery, Demand Gen, and Performance Max inventory. Google’s audience signals (GA4 events, Google Analytics 4 integration, Customer Match customer list uploads) power the audiences, and reach spans 90%+ of the global internet via Google Display Network and YouTube.

  • Key features: Display, YouTube, Discovery, Demand Gen retargeting, Customer Match customer list uploads, GA4 audiences, Enhanced Conversions, Smart Bidding, offline conversion import.

  • Pricing: Free to use. Cost based on auction bidding (Cost-Per-Click or Cost-Per-Mille (CPM)). See ads.google.com.

  • Best for: Every brand running retargeting. Baseline platform for Google audience reach.

  • Notable use case: Used by nearly every brand globally running digital retargeting.

My take: Google Ads retargeting is non-negotiable in 2026. YouTube and Demand Gen retargeting especially pay off for mid-funnel audiences because video retargeting lifts aided brand recall by 2 to 4 times compared to display-only. Trade-off is that Smart Bidding on retargeting audiences needs clean offline conversion signals to avoid optimizing toward junk visitors.

Best primary retargeting platform for Facebook, Instagram, and WhatsApp.

Meta Ads Retargeting runs retargeting across Facebook, Instagram, Messenger, WhatsApp, and Meta Audience Network. Meta’s Conversion Application Programming Interface (CAPI) plus Advantage+ Audience signals keep retargeting effective despite iOS 14+ tracking restrictions.

  • Key features: Facebook, Instagram, Messenger, WhatsApp, Audience Network retargeting, Conversion API (CAPI), Advantage+ Audience, Custom Audiences from website or app events, Lookalike Audiences, dynamic product ads.

  • Pricing: Free to use. Cost based on auction bidding. See facebook.com/business/ads.

  • Best for: Every DTC brand plus most B2B SaaS running paid social retargeting.

  • Notable use case: Used by nearly every DTC brand globally plus most B2B SaaS marketing teams.

My take: Meta retargeting is table stakes alongside Google. Install the Conversion API server-side (not just the client-side pixel) because post-iOS 14 the server-side event quality is the difference between a 3 ROAS and a 1.5 ROAS retargeting program. Dynamic product ads on Meta still outperform static creative for DTC by 50 to 150%.

[3] AdRoll

Best cross-channel retargeting platform for DTC brands.

AdRoll is the cross-channel retargeting platform spanning programmatic Display, Facebook, Instagram, native, Connected TV, and email retargeting from one interface. Owned by NextRoll (same parent as RollWorks). Deep Shopify, BigCommerce, and WooCommerce integration.

  • Key features: Cross-channel retargeting (Display, social, native, CTV, email), Ecommerce platform integrations, dynamic product ads, customer segmentation, cross-channel attribution, AdRoll Audience Insights.

  • Pricing: See current pricing at adroll.com/pricing. Tiered plans scale with ad spend and features.

  • Best for: Mid-market to enterprise DTC brands wanting one platform for cross-channel retargeting.

  • Notable use case: Used by Blue Apron, Casper, Harry’s, and thousands of DTC brands.

My take: AdRoll is the DTC cross-channel pick. Right when the team wants retargeting across Display plus social plus CTV plus email from one platform instead of managing 4 ad accounts. Shopify integration is the differentiator for Shopify-first DTC brands. Trade-off is that advanced users will still manage Meta and Google natively for granular control.

Best B2B account-based retargeting platform.

RollWorks is the B2B account-based retargeting platform from NextRoll. Deep account-level targeting using firmographic data, Account-Based Marketing (ABM) workflows, and native integration with Salesforce and HubSpot. Positioned for B2B SaaS teams running ABM programs.

  • Key features: Account-based retargeting (firmographic targeting), ABM Journey Stages, native Salesforce and HubSpot integration, LinkedIn Ads integration, cross-channel reach, intent data, cross-platform reporting.

  • Pricing: See current pricing at rollworks.com/pricing (contact sales).

  • Best for: Mid-market to enterprise B2B SaaS running ABM programs wanting account-level retargeting across channels.

  • Notable use case: Used by 6sense, Snowflake, Thomson Reuters, and B2B SaaS ABM teams.

My take: RollWorks is the B2B ABM retargeting pick. Right when the retargeting goal is reaching specific target account buying committees rather than individual visitor retargeting. The Salesforce and HubSpot integration surface account-level engagement that Google and Meta cannot replicate. Trade-off is enterprise pricing and setup overhead compared to running Meta and LinkedIn natively.

[5] Criteo

Best enterprise retargeting platform for retail and DTC.

Criteo is the enterprise retargeting platform built on first-party retail commerce data. Deep inventory in programmatic Display, Retail Media (Amazon, Walmart, Target, Instacart), and native. Preferred by enterprise retail and DTC brands at scale.

  • Key features: Programmatic Display retargeting, Retail Media (Amazon, Walmart, Target, Instacart, 100+ retailers), dynamic creative, Commerce Growth products, first-party commerce data.

  • Pricing: Custom enterprise pricing. See criteo.com (contact sales).

  • Best for: Enterprise retail and DTC brands at $500K+ monthly retargeting spend selling across DTC plus retailer channels.

  • Notable use case: Used by Macy’s, Best Buy, Nordstrom, Nike, and enterprise retail brands.

My take: Criteo is the enterprise retail retargeting pick. Right when the brand sells through DTC plus Amazon plus Walmart plus retailer sites simultaneously and needs retargeting across all surfaces. The Retail Media integration into Amazon, Walmart, Target, and Instacart is the differentiator. Trade-off is enterprise pricing and complexity not worth it under $500K monthly spend.

How to choose the right retargeting tool for your team

Match the tool to brand type (B2B SaaS versus DTC), spend level, and channel mix.

  • Every brand runs Google Ads Retargeting and Meta Ads Retargeting as the baseline.

  • DTC brands wanting cross-channel platform add AdRoll.

  • B2B SaaS running ABM add RollWorks.

  • Enterprise retail at $500K+ monthly spend add Criteo.

Decision framework:

  • Any brand running retargeting: Google Ads + Meta Ads baseline

  • Mid-market to enterprise DTC wanting cross-channel platform: Add AdRoll

  • Mid-market to enterprise B2B SaaS running ABM: Add RollWorks

  • Enterprise retail or DTC at $500K+ monthly spend selling across DTC + retailers: Add Criteo

  • SMB under $10K monthly retargeting spend: Google Ads and Meta Ads native tools are enough

Most mid-market DTC stacks run Google + Meta + AdRoll. Most B2B SaaS ABM stacks run Google + LinkedIn + RollWorks. Most enterprise retail stacks run Google + Meta + Criteo.

Final Words

[1] Install the server-side Conversion API on Meta and Enhanced Conversions on Google immediately. Client-side pixels alone lose 30 to 50% of iOS and Safari retargeting signal in 2026. Server-side is non-negotiable.

[2] Build at least 5 behavioral segments. All-site-visitors retargeting is lazy. Segment by pricing-page-viewers, demo-page-abandoners, cart-abandoners, blog-only readers, and existing-customers at minimum. Each segment gets different creative and bid.

[3] Cap frequency at 3 to 5 impressions per week per user. Ad fatigue destroys retargeting Return-on-Ad-Spend faster than any other factor. Frequency caps plus sequential creative keep retargeting working.
